Chris Peck of CTC says '20 mph limits are crucial in residential and shopping streets. Risks of fatality and injury on A-roads are far greater than elsewhere: rural A-road fatality risk is 10 times higher than average. Good cycling infrastructure means "Giving priority to cyclists: promotes and reduces conflict with other road users".
